        Allen Lane is privileged to be leading the Parliamentary Digital Service’s search for a new permanent Managing Director – a career-defining opportunity to lead Parliament’s digital service.

        The Parliamentary Digital Service (PDS), a joint department of both the House of Lords and House of Commons, providing secure digital services to all parliamentary users. PDS has a total of c.580 staff and the service operationally supports 10,000+ users.  The Managing Director will be required to manage an operational resource budget of c.£68M and c.£13M budget of capital expenditure.

        This is a complex stakeholder environment in which you’ll need to collaborate closely with other teams across both Houses to deliver excellent services to Members and staff of both Houses. You will need to bring a coherent and inspiring leadership style to effect the change required in an environment where the basics must be done well.

        This role will require you to provide strategic digital and technology leadership and a step change in service delivery performance and customer experience. You’ll be well positioned to join the dots, enhance internal capability, deliver service excellence, and increase business agility and pace of delivery, all the while responding to opportunities to partner, share services and, ultimately, maximise return from investment.

        Operating from the historic and unique Parliamentary Estate in the heart of Westminster, this role supports hybrid working.

        PDS are seeking an outstanding digital, data and technology (DDaT) leader. You will be capable of leading on Parliament’s cyber security capabilities, and will act as the Principal Risk Owner. The Managing Director will report to the Director General, House of Commons and the Clerk of the Parliaments, House of Lords.

        • Director of Digital Customer Services
        • Director of Cyber Security
        • Transforming Digital Director

        This is a Board-level appointment, where you will attend the Commons Executive Board and Lords Management Board, contributing effectively to the strategic leadership of Parliament.

        In order to be effective, inspiring and successful as Managing Director of PDS, applicants must meet the following essential criteria:

        • Significant Digital, Data and Technology experience at senior level in large and complex user-centric organisations. This should include a breadth and depth of technology experience, including architecture, service and solution delivery, digital development, and legacy exposure.
        • Leadership at scale, with experience of having delivered a positive step change in service through improved capability and establishment of a collaborative culture which puts customers first and empowers and values colleagues. Able and willing to deal with under-performance as required.
        • Large scale, high value programme and portfolio delivery involving multiple parties and high levels of governance. Financial Management and business planning accountability within a relevant environment.
        • Experience of providing collaborative leadership across an organisation and can develop a long-term digital vision, strategy, and objectives for a large-scale and complex organisation. You can realise benefits by linking delivery and improvement back to organisational strategies.
        • Demonstrable ability to build open, collaborative, and trusted relationships across a complex landscape based on trust and authenticity. Manage and influence senior stakeholders and confidently navigate senior governance spaces, including the executive boards and Commissions of both Houses. Ability to build effective working partnerships with third party suppliers and to deliver value for money.

You will demonstrate a public sector ethos, with a commitment to the health, safety and wellbeing of others. Intellectually curios, you will advocate business, people, process and technology change and improvement.

        The hours of work are 36 per week, with hybrid working available.
