        Croydon has faced significant challenges in recent years, in terms of the council’s financial position of course the pandemic challenge faced by every local authority.

        Croydon Council is recruiting a Head of Strategic Finance – Corporate, Assistant Chief Executive and Resources.

        As Head of Strategic Finance – Corporate, Assistant Chief Executive and Resources, you will be helping to rebuild the council, its finances, its governance, its culture and its services. The financial challenge is steep, but the government has noted our  strong  progress, with a new Executive Mayor and Cabinet, a recently appointed Chief Executive and a new Corporate Management Team, who all share a commitment to the task ahead and putting Croydon’s people first.

        As Head of Strategic Finance (Corporate, ACE & Resources), you will be supporting the s151 Officer and Deputy s151 Officer in the development and implementation of an effective internal and Member led scrutiny and annual challenge process for the Council’s MTFS, as well as providing budget management, planning and reporting support to directorates, meet statutory and best practice financial requirements, and promote the Council’s corporate competencies and values.

        Key responsibilities include:

        • Support the S151 Officer and Deputy S151 Officer in producing the medium term and annual budget plans in line with the Council’s financial strategy and statutory regulations.
        • Ensure that the MTFS takes into account accurate budgeting for the Collection Fund, core grants and the Council’s Treasury Management Strategy Statement, Capital Investment Strategy and Minimum Revenue Provision (MRP).
        • Lead on horizon scanning for, and communication of, changes in national policies and regulations which could affect services and the Council’s finances.
        • Provide high quality professional advice to the Director of Finance (Deputy S151), Corporate Directors (including the S151 Officer), Chief Executive, Members, Committees and external bodies on all finance matters related to the functions of the Council.
        • Lead, manage and develop the strategic finance team to ensure robust support for the organisation, drive forward transformation and improvements, and to ensure an ability to be flexible with changing demands.

        To be suitable for the role you need to be a qualified accountant (CCAB, CIMA or equivalent) or have significant proven experience of providing strategic direction and leadership in a local authority finance role. You will have experience of developing and implementing a Council’s Medium-Term Financial Strategy as well as substantial experience of successful strategic financial management, delivering finance service improvements and supporting the delivery of strategic projects and initiatives.
