        Local government

Town Hall, Reigate - Hybrid working

        Job Type

Reigate and Banstead Council is working alongside our partners to support residents through the challenges faced following the pandemic and current economic pressures, while continuing to deliver against our ambitious Corporate Plan objectives.

This is fast-paced yet very friendly place to work with a strong team spirit, and enthusiastic colleagues that share our ambitions.

From investing in new housing, retail and leisure facilities – including our new flagship development, The Rise in Redhill – to launching an extended social and events offer for all ages from our three community centres, we are proud of our track record of delivering for the borough.

Working towards a greener future, our Environmental Sustainability Strategy and Action Plan the Council has committed to making our operations carbon neutral by 2030 while supporting residents and local businesses to achieve carbon neutrality by 2050.

Like every local authority Reigate & Banstead is finding it increasingly challenging to balance the budget as costs rise and resources are under pressure, however the Council is starting from a sound financial base with buoyant earmarked reserves and no long-term debt.

The Deputy Chief Finance Officer (Deputy Section 151 Officer) is a newly-created role as part of the Council’s succession plan in anticipation of when our current Chief Finance Officer retires in 2025. We hope that success in this role will prepare the selected candidate for stepping up to that position. As Deputy, you will be supporting the Chief Finance Officer in all aspects of strategic financial planning and  management of the Council’s Finance Service; you will also be deputy Section 151 Officer.

        Key responsibilities will include:

        • Deputise for the Chief Finance Officer as member of the Council’s Corporate Management team, leading the development and implementation of the council’s strategies and the achievement of objectives, drawing on external good practice as appropriate.
        • Support the Chief Finance Officer in providing expert financial advice to the Corporate Management Team and developing strategy to achieve the organisation’s vision, values, and desired behaviours.
        • Lead and manage defined services to ensure that delivery is effective and efficient and avoids a silo-ed, single directorate or service area approach.
        • Support the Chief Finance Officer in leading the development of a cross-organisational finance strategy that supports Council objectives and makes proper use of financial resources.
        • As directed by the Chief Finance Officer, create and maintain effective professional relationships with the Leader of the Council, the Portfolio Member for Finance and other Members, through regular communication and providing advice and challenge on complex and far-reaching financial, governance, investment and asset management issues.

To be suitable for the role you need to be a qualified accountant (CCAB, CIMA or equivalent) with proven experience of providing strategic direction and leadership in a senior local authority finance role. You will have substantial experience of successful strategic financial management, financial planning, and budget preparation as well as delivering finance service improvements and supporting the delivery of strategic projects and initiatives.

Reigate & Banstead Borough Council are proud to be an equal opportunities employer, supporting the Disability Confident scheme for disabled and ex-armed forces candidates, who meet the essential criteria for the role.

Reigate has excellent transport links from Central London, and is under 45 minutes from London Victoria. The Council supports hybrid working; there is an expectation you will be in the office when required to meet service delivery needs.

For more information about the role please refer to our dedicated recruitment site Home | Reigate Banstead or for a confidential discussion contact Jack Murphy at Allen Lane – or 07921 335 786.

To apply, please submit your CV to alongside a supporting statement (no more than 2 pages) stating why you are interested in applying, what you can bring to this role and highlighting your relevant experience and suitability.

The closing date is Sunday 10th December 2023 at 23:59pm.
